It depends on which carte de séjour you are asking for. If it is "Carte de séjour Etudiant" or "Carte de séjour Vie privée et familiale", then they can't deny you the carte de séjour.
In any other case, it's at their discretion but it is unlikely they would deny it since you have the long stay visa. The fact that they granted you the visa means that they already accepted whatever you submitted as sufficient evidence that you can support yourself.
You have two months after arriving in France to ask for it so even though it is recommended not to wait, if you are sure your financial situation will be settled in a few weeks, just wait till then to apply for your carte de séjour.
